  • Client Expenditure Recording System:  The Department of Health and Human Services uses the Client Expenditure Recording System (CERS) to manage, protect and account for funds on behalf of residents of managed disability residential services.
  • CERS helps residents of managed disability residential services to meet their day-to-day, routine financial needs, including the payment of residential charges.

Content: There are two types of residential charges that apply to these services:

  • board and lodging fee – a single-fee charge that includes both rent and services (housekeeping) components, used by most group homes and all residential institutions
  • rent-only residential charge – residents pay rent and share housekeeping costs.

CERS provides:

  • accountability and transparency for department funds, and funds held by the department on behalf of residents
  • comprehensive information for residents and their administrators about the management of resident funds by department staff
  • security and availability of funds for residents.
